Also if you're concerned about money efficiency, most casters run Greater Seal of Scaling Mana Regeneration and Greater Glyph of Cooldown Reduction, meaning that you'll be able to reuse the seals. Glyphs of Clarity aren't all that useful on many champions.

I know that - I'm just saying that if the decision comes down to buying Seals or Glyphs of Clarity, pick the seals. :P

Greater Seak of Clarity are top tier runes. They start out bad, but later will solve your mana problems. Use your abilities sparingly early on and you shouldn't have a problem. For Glyphs, there are better choices then mana regen.
