Probably, if it makes him un-targetable.

Now that you mention the passive, Maokai and anyone that spams skills a lot would be great. Evelynn to name one, Ezreal to name another.

I wouldn't say you need INTENSE mana, just enough to fuel your ultimate for a short while during a team fight.
