You can also put
Ionic Spark in the hands of TF, where you might place SotD. It works the same, but hits more people.

Strength may win the fight, but style wins the crowd.

About ionic spark it may seem weak but put it in the hands of Keenan, my brother uses it almost every match he plays as Keenan in there.
Keenan = Kennen, or?
In ranked games i try to use modern strategies, I have played for example Annie-support a year before it came famous.
This is my twitch build: boots of mobility, lightbringer, sanguine blade, the mini bloodrazor, some choice of another BF sword item, and some random 6th item, maybe priscilla's blessing. 3 of my core 4 items are dominion items and that build wrecks.
Gettng Hextech Sweeper on EVERY AP caster.
Just worth it:
-You need the Hp since youll end up in close combat most of the time
-Cdr since youll have more smaller skirmish as in SR
-Ap explains itself and you dont need Mana
Also that active is great, you can set up an alert system if you go for a capture or scout Boxes/Shrooms. IMO the passive vision is less needed.

The true damage is a dot, but they can still make use of the actual damage and slow. And it's the active that makes it work all the time. It passively slows 25% of the time. Faster attackers get more use out of the passive, especially while the active is on CD.
Also, I'm pretty sure that 70 AD makes it the second highest non-stacking damage item, after IE.
3rd... i wouldn't call
