I'm guessing you have flat cdr glyphs and are running the 9/0/21 mastery setup (or 9/21/0). you can get 10% from the masteries, and almost 6% from runes. mix that with the 15% from ionian boots, and get blue buff or eat a brilliance elixir.

Yeah until people figure out how to counter the new Sivir she will be. I don't think she is overpowered at all just different. And she has always been my favorite so I am going to work on learning her now strategy.

Thanks for the tips, and yea I thought about Sheyl or Frozen Heart(since both give protection and solve the big issue of spamming it, that being mana). Was looking at Brutilizer(and thus Ghostblade) more of due to the AD tacked on it. However that does make for a funny tanky build I may try at some point.
You need to log in before commenting.
They need to change how it works from "Basic melee attacks increase the duration..." to, "Basic attacks increase the duration..." now that about half the champion base is ranged.
Since that would be overpowered
If ranged champions built that item they'd hit far too hard early on
I'm glad it's melee only, in all honesty.
