Maybe let Reckless Swing deal a type of % true dmg? Either let it increase the less HP the enemy has or just make it based onto max HP. Would help him in the current meta very much. The cost could be then % current hp.
Olaf deals 15% of max HP true damage to his target and inflicts 10% of current HP true damage to himself.
Why 15%? Well, I calculated that on how the HP of the players grow. At lvl 1, players got around 600 HP, which means it would deal 90 damage. At 2000 HP, it would deal 300 damage. And, to reach its effect, if somebody has 4000 HP, it deals 600 damage.
