Usually elixir is built top lane if you suspect you're going to be 2v1'd. It's a pretty big hp spike and gives nice bonus damage early on, it also allows you to take a decent amount of health pots (i think 5) and a ward into lane. Not many people just buy it straight up for a 1v1 top lane, but I guess it';s viable

From what i know, I believe that flask pays for itself after 8 uses. Idk if that helps at all, but yeah. If you're an AP mid, or top and believe that you will be doing a lot of brawls with the opposing laner, you might want to think about investing in it. Plus, for the mid game, it gives quite a nice out of combat heal. You can always pop all 3 at once for quite a nice boost of health

Elixir of Fortitude is used for early game HP boots + damage, giving you advantage in 1v1, or baiting enemy to dive / 1v1 you when you get the extra healing + damage out of it.
Of course there is the risk of losing gold if you do not get advantage, but i still think that it is safer than like 9

9Potion 2Ward start is to make really weak early game champions (ex.
Akali) to have easier time to hit the levels they need, like
Akali wants to get level 6 and then back to buy.
Flask + 1 ward + 1 potion start is for mana-consuming / using champions (ex.

Diana) who rely on mana and run out of it really easily.
