I'm afraid I must prove you wrong. The one tank that I am a kajillion percent sure is a tank from the very start is Mordekaiser. He can power up his shield and charge anybody from level 1. Malphite also has a passive shield.
And a lot of other tanks can already have tanking abilities at the very start. Shen and Rammus can both have a taunt or a self shield at level 1. Sion can also have a shield. Garen can start to increase all of his defense with his first minion kill.
Just a few examples. Yes, in fact, a tank can be a tank before getting any items.

This leads to the question of why Mordekaiser would ever want to jungle...
Yes, I know it was just for the sake of example. ^_^
But certain characters that are better at tanking or offtanking late-game are really good junglers (COUGH UDYR AMUMU COUGH). I've never really seen a dedicated early-game tank go into the jungle.

I've been using Jungle Rammus a lot recently and completly own the game.
I usually don't get Dragon because you are so good at ganking that you can easily get a double kill in a lane.
Usually peope will also help you out with the dragon once the gank is over
Although Wriggle's lantern lets you solo dragon from about level 6
