Spirit Visage is kinda mandatory on Soraka in case it wasn't obvious..

Abyssal Scepter is kinda meh on Soraka. Good item, but more optimal for tanks/offtanks or casters that need MR.

Rod of Ages is a must. I dont think spirit visage is mandatory on her, but on a tank build it is definetely good.
Other items that can be considered are: Rylai, Aegis of the protector and Soul Shroud.
The main purpose of a tanky Soraka is to become a not optimal target, so you can waltz into teamfights, heal your allies and debuff the enemies with Starcall spam. If they focus you, then you can survive long enough to give your team lots of free hits.

Abyssal is really good on a tank soraka IF your team has good Casters because you will stack the Abyssal + Starcall debuffs.
You can try to stack RoA too, its fun if you can get 2 before 30 min mark.

Zhonya's Hourglass for AP and armor, so why not balance that with some AP and MR, plus an aura to support your team?
