She needs a slight tweak to her ultimate. She can rape face in high ELO as the last pick. IF the team opposing team brings little or no CC. ((Highly unlikely but I'm sure it has happened)).
The CDR and Gold Bonus on Kill are what make Katarina a great assassin. She can snowball in a teamfight if not CCd properly, plain and simple. But there in lies the issue, the number of champions capable of preventing or stopping her ult out number the number of ways to protect it....Banshee's veil is about it. And that only stops one attack, so it isn't all that great.
Kat takes positioning and timing to pull off her job. A slight tweak to her ult to make her more viable at all ELOs:
-Make it like a Rogue's Fan of Knives. Rather than be a channeled ulti let it be an instant AoE. She activates it, and for ~10 seconds she can utilize 3-5 charges by pressing the R button until all charges are gone or the time runs out. These charges shoot out a bunch of daggers in an AoE around her.
-Reduce the base damage of each rank of the attack.
-While Death Lotus is active Kat recieves damage reduction.
-Remove Damage reduction from Killer Instincts+Shunpo
-Make Killer Instincts+Shunpo maybe increase her movespeed for 5-8 seconds after a shunpo?
-Keep the CDR+Gold from kills the same. This in effect would not effect her new Ulti as much as it does now IF her ulti required charges to be stored. This would make Kat's ult feel more important, but also add a layer of difficulty in how to manage it. Say the ulti had a 35 second CD, within those 35 seconds you could score kills or assists to reset the CD, but maybe you only had 2 charges. By adding a bit of an artifical CD coupled with an actual one each time a player opted to use Kat's ult. It would be a more important choice, it would prevent Kat from Pubstomping as hard, but allow for High Elo fans of her to use her and not feel like it was as big a gamble.
I think it should be just an ult with an ammo system. The cd of it should be 2 seconds, while it needs 16/13/10 seconds to stack up a new ammo. If she kills an minion, the ammo cd gets reduced by 1 second, if she kills a champion, she gains 1 ammo stack. Max ammo should be 5.
It should be aoe aswell and hit all champs, minions and monsters nearby.
