you pick a strong champion someone on your team that's usually first pick (shen, zilean, etc) then you can have them pick a champion you want to play
it's just a method of securing good champions

lets put it like this
say both teams want zilean
first pick is on your team, and someone on your team wants zilean
you take zilean
they can't choose zilean now
you tell the person who wanted zilean to pick a champ for you
you want either Ashe or Urgot
they pick urgot so he picks Ashe
now you swap with him, you have Ashe and he/she has Zilean

so one champ can't be on both teams in ranked.
i never knew that.
Yep. It prevents the annoying mirror matchups you get in blind pick. Switching characters is also beneficial because securing champions for your other teammates and also, if 2 are playing their weakest champions, they can switch, etc.

Being able to switch is good for playing who you're best at.
Say your whole team sucks at using... Janna.
But, you're a pro veteran Janna user.
AND... you're #5 on the team.
Say Taric and Zilean get banned by the enemy. So, your team gets the idea that they'll pick Janna, as a strong support.
Have your Leader pick Janna. You pick what the leader wants.
Swap.
Everyone's ready with the champions they like.

once when i solo que'd two people who were duo queing switching. the problem with that was that they didn't warn the other of us, i had picked jungle nunu since i saw that warwick was lacking smite, i thought he was laning. they they switched chars and the "new" warwick picked smite and i was like "wtf". to make matter worse i ended up soloing in bot (yes bot, they wouldn't listen to me) with smite.
maybe i was just too low elo but in high elo what is pro's of switching?
