Just as they said (in the preseason patch video), they hav brought items for ad casters (who deal more damage through their spells) like talon, pantheon or zed. These items : scimitar, hydra or the new black cleaver wil work better on them compared 2 other champs!

They just added it to Summoner's Rift as part of the season 3 changes. Of course, when you commented it wasn't added yet, but now it is.
