People tend to build differently in bottom lane because the immediate power offered by the component items are a lot better for fighting, which is more important in bot lane as there are more threats there and the distance between the towers is greater than in mid. In mid lane varus can use his great range to just farm and poke passively without getting bothered and even with his low movespeed he can get into the tower radius quickly if he needs to retreat. Usually the worst that'll happen is he takes some poke back, unless he's against an assassin, in which case it's feast or famine. On the other hand, in bot lane he constantly has to deal with the pressure of the enemy support and whatever poke the enemy adc can output. Yes his support can peel for him if the enemy dives him, but in the situation of a dive happening it would be much better to have a damage items like Zeal, Pickaxe or B. F. Sword over a Tear of the Goddess. Since all-ins are much more common in bot lane, whatever early damage one can get becomes a lot more important.

Normally champions build tear for spamming abillities such as; Twin Fang, Acid Hunter, and Piercing Arrow. Bot lane varus is more focused around his autos, hence the Crit. chance, Attack speed and on-hit items. He doesn't need tear bot lane since his autos suffice for damage so he doesn't need to constantly spam q. Mid varus is focused heavily around his q, hence the Manamune, Last Whisper, and Ionian Boots of Lucidity. His auto attacks will do damage but not as much as bot lane varus, and his q will chunk from long range. His other abilities don't suffer for this build as they all either contain a form of cc and/or scale off of AD. Mid lane varus is also superior for sieging and pushing waves, along with his crazy poke. Bot lane varus has superior DPS and excels in drawn-out fights where he has time to constantly throw as many autos out as he can to deal maximum damage. Long story short, Like to teamfight? Bot lane. Like to poke and shred? Mid lane.
