I max out Q first as it makes lasting in jungle so much easier. Less time you need to spend early game getting healed the easier late game will be.

You generally want to max E first, because upgrading it does not raise its mana cost, it reduces the cooldown, increases the damage, and increases the slow amount. When jungling this helps with clear and ganking, and, if playing AP Xin Zhao, should also be maxed for it is your main source of magic damage. The only time maxing Q first would be beneficial is if you are going to be pushing turrets, in which case each point in Q greatly increases your pushing potential.

    Hope that helped!

When jungling you generally max E. I don't see a reason for playing Xin Zhao in the mid lane.

I go Q first if the laners are mobile. E if they're not.

Actually, some pro players tend to max Q first. The cooldown nearly halves and it deals physical damage while E deals magic.

Xin always maxes E, both in lane and in the jungle. Also no, there's absolutely no reason to play him outside the jungle.
