I've actually never seen anyone get this and I'm not really sure why as it seems like a decent-ish item. So like, is it a bad item? Or is it just really situational? If so, when do you get it?
I like the item on supports when I run Heal, it brings the CD down to 216 which is about every teamfight; giving you a nice edge. I also get it on Poppy and Nasus as they like the mana regen and it consumes anyway.
I wouldn't say it's core on anyone or required for when you actually run heal but I'd say it's very useful on those who have it.
This. Some supports run Heal due to the nature of the matchup (huge AoE damage is usually the biggest reason), and when they do you usually get this item
I start with: Faerie Charm + Rejuvenation Bead + Sight Ward + Health Potion.
First return: Boots + Philosopher's Stone.
On my second return I spend that extra 400 to get Eleisa's Miracle. Why? Well: in comparison to Philosopher's Stone, that 400 spent improves your regen stats with +3 health and +6 mana. And, after leveling up, it gets removed from your inventory providing you an extra spot late game for either wards and/or an item. I feel like it's 400 moneys well spent, but that might be personal.
I think it's a pretty good item, it delays a little the rest of the build but i believe it is worth it(If you have any of the spells)

i agree with embracing, the only case in which a support would buy it, would be if he took clairvoyance to further shorten the cooldown. in that case, i guess it is decent, but since in the current meta clairvoyance is not that popular i can see why no one picks it up. if you want, take clairvoyance und support, buy this item (you should buy it rather early, so you can level up three times) and test it. it's still preseason, imo a lot of items and builds still have potential others havent checked out yet^^
