League of Legends (LoL) Question: Bot lane or Jungle? Which is better?

jungle or top lane is the only viable option for Graves anymore. Since his range is a lot shorter than other adc's and he cant hit minions that are behind other minions, he will get out traded and out poked in lane and be useless as an ADC. So jungle, he has very high damage and good clear time, and Top lane he can be a good bruiser since majority of champs are melee.
