Depends on if you can avoid being poked. Get pink ward on first back and put it in a bush to make sure you can see him, even in invis. Also, you can get red sweeper to spot out Teemo shrooms after 6.

I'd stack some MR and try always to go in with E!
How low is you lower elo?
I've got my account from bronze 2 to gold 3 so far in this season by mostly playing Kled and Shyvana(jungle). When i was bronze/silver i've got so many Teemos... Just go ham with dat E>Q combo they usually use Q on you as soon as you land this Q after E... If you E landed just wait until 2nd part of Q procs and then go E in again and you are free to hit him with your autos buffed with your W. Teemo is hella squishy so think about getting Thunderlords in you masterias and does have only one ability to run(!) Kled is just best for chasing just land this E's and Q's he will have to Q you back if you scare him anyway... if he does not then just E first>Auto and get blinded! STOP ATTACKING and throw your Q and as SOON as blind wear off E again and **** him up! You have your W active effect for 4 seconds and his blind is max 2 seconds if i remember it right.. so you have alot of time to finish you W after you got blinded!
But yeah my build vs Teemo would look like. Start with Longsword+3 pots> rush hexdrinker + tier 1 boots> rush tiamat> finish TH>Finish BC>Finish Maw>GA>if still get to much AP dmg then go Locket if not then finish build with DeathDance

you need to trade with him carefully, you should not use you W while he blind you and you should try to get agressive once he wast his W so he wont be able to run away from you especially if you land a Q
