League of Legends (LoL) Question: Support Zyra?

Support Zyra?
SOOOOOO about Zyra
Build: Coin start or situational dorans shield in to final build that looks something like Talisman, Liandrys, Rylais voidstaff/zhonyas, sorc shoes, sightstone/wards good or bad and why?
Masteries: Go ham with 21/9/0 or 9/0/21 for increased gold flow and lane presence OR 0/13/17 or whatever the standard defense+utility page is? I've been going mostly for 9/0/21.
Why is zyra underplayed? She has great cc and damage with huge vision control and doesn't seem to lack anything specific to make her barely ever played.

Masteries - 9/0/21
Underplayed because of hard nerfs on pretty much everything.
You don't really engage with zyra like you would with annie or leona, you stick to your carry, lock pesky assasins down with snare and counter engage/follow up engage with your ult D: Annie does do a lot more burst damage, but then at a lower range. Zyra also has the perks of strong sustained damage o3o
Build and masteries are pretty much the same \o/
EDIT: Forgot to mention, poking with zyra is soooo much easier than with annie. With zyra you just Q+W or if they're in a good position to be snared E>double W. With annie its like, walk up and Q or Q+W... but thats exactly it, you walk up in really low range and get half of your health cheesed before you get a stun off and it usually doesn't hit two people =D
I don't wanna seem like the "Omfg annie is not op I go against whats strong and defend weaker champs" kind of person. I'm aware that annie is really strong but honestly she doesn't have a lot of the things that zyra brings to the table. In contrast to that, zyra has everything that annie has, just weaker/harder to manage.
