Why is [[frozen heart]] better on Udyr than [[randuin's omen]]?

Stats are this: frozen heart x randuin's omen
100 armor x 70 armor
same AS decrease
20 CDR x Active: Slows the Movement Speed of nearby enemy units by 35% for 2 seconds + 1 second for every 200 Armor and 200 Magic Resistance you have (500 range). 60 second cooldown.
400 mana x 500 HP

probably udyr being fairly tanky already and spamming stances (mana and cdr, bear shield). also remember the AS decrease is an aoe to everyone on the frozen heart rather than just those that attack you. although the slow on randuinos can be useful for sticking to people.

hey, Udyr has sufficient mana after lvl 4. And you are going to have at least two other CDR items (spirit, zephyr, perhaps boots) and blue buff, which means you hit the 40% cap. But I will try it more often to decide. See my Udyr guide and +rep pls (I have already done so). Thanks for answer
