I'm wondering why Quinn is so low! She's easily one of the best duelists in the game and can roam very easily, snowballing other lanes. She has some burst and some sustained damage and I think she's a T1 champion in regards to climbing.
I don't really know any champion besides Kha'Zix or Zed who can one shot Quinn that easily, and her Vault is an easy counter to both if you have vision.
And her end game isn't weak, I had a win streak on Quinn a month ago and when I was behind I'd get back in at the late game. She scales just like any other champion. Later in the game people don't group and so all Quinn does is pick. Free kills. Free objectives. The only reason people think Quinn doesn't scale is because there are literal late game monsters who will outscale her, but she can still outplay+outduel them. Nasus is a great example...
I wondered where you'd put Nocturne and Yorick in your tier list. They both have quite high general win rates but I'm sure they're not that easy to learn? Also, please consider adding Nautilus. He might be a somewhat easy champion to pick up since he's quite popular as support too. :) And he's tanky and can hook enemies which will make game plays quite easy thanks to his massive CCs.
I would move Sett up at least one tier, I truly hate him for his massives AOEs and CC effects. They're pretty hard to escape and survive even.
But other than that, I think you have quite a nice tier list that reflects well on the current state of top lane. :)

About Nautilus, it's fine if you don't want to add him. I just thought he might be a nice to have pick but it was only a suggestion. No hard feelings there. :)
