1st, your runes/masteries are fine, although I'd rather go for 9-21-0 since you're wasting the buff duration mastery (probably wasting) and bonus mana pool is quite useless.
I somewhat disagree with the idea of fratmas/atmogs now. It's just not as strong as before. Not saying it's bad"
