"I think you're asking who is better at 1 v 1 engagements overall. If that is the case, I'm pretty sure Wu-Kong takes the cake. With his armor shred and TONS OF DAMAGE he'll generally outdo a Shaco (who, when reasonably build, will be much squishier than Wu-Kong built reasonably).
