All they will likely accomplish is making fast clearing junglers the only viable kind of jungler, because they will still be able to clear and gank...

"All they really needed to do is make camps respawn slightly faster so the jungle can choose when to gank and when to clear.
Ganking has always been at a risk, why would they make the risk larger to even further discourage ganking at all?"
