3) Corki nerfs - passive doesnt proc on crits.
Overall Corki is a suboptimal pick in the current meta because
1) His range is horribad
2) His mana costs are too costly early on"

I don't think you can rush a dcap unless fed without getting punished for it...
Starting boots is also questionable as well. Overall I'd like to see more depth in itemization and information as well. You don't mention any alternativ"
