"Often times when you're behind it's not because you're lacking damage o_o it's often because they burst you down isn't it? If you choose to max your E second, you're losing out on sustain and that means they can just completely push you out of your jungle if they're abusing the advantage."

Champs have their own comp they fit into.
If you're making a tier list I'd suggest just making it "most commonly picked champions" rather than “best champions and worse c"
