"TBC is if the enemies you're targetting have a little bit of armor.
Last Whisper is if the enemies you're facing have a lot of armor.
You're generally not focused on one target as the ADC, therefore getting Last Whisper is usually better.

"A lot of things I disagree with, in the build.
One for example would be adding HoG as core early on. Generally in a top lane early on, you're competing for lane control, and getting a gold/5 item doesn't benefit in that sense, which is why rushing philo's and hog became less popular.
