His ult still has old scaling (1:1 and 100% of target's AP) instead of 1:1.2 and .8 of the target's AP in the description.

"I like the skillset, but the passive at level 18 requires 700 AP to do the same bonus damage as Lux's passive at level 18(plus illumination lasts 2 seconds longer). Tbh I think you should just change it completely because It's so similar to Lux's."

"The way I look at it, this item was built specifically for it's active. (because all of its stats are kind of meh) Add the cooldown of the active and I'll be able to rate the item better."

"Good concept, but there are a few things I'd change.
First off, the passive is really OP. Constant 20% slow for everyone around her? I'd change it so the slow only happens sometimes, like maybe after you cast a spell.
