"To be perfectly honest, you shouldn't be running Evelynn in a lane - she's a brilliant roamer, especially with Teleport. However, if you really want to, Pantheon is a good choice because of the double stun and burst damage combo."

"Magic Penetration applies on all magic damage you do, regardless of whether it's DoT or instant. It's not even relevant in this scenario, actually. But Mowen did a great job of answering the question - you have to look at the wording.
