"Very simple but also very nice. How does it scale with level though? And slow reduction over CC in general is more balanced considering the cost. 4 minutes of CC reduction OP considering items with tenacity on them are rather expensive in comparison to elixers. "

"It's predominantly about the situation I believe. If you're strictly jungling with Xin then maxxing Q>E until you leave the jungle is a solid option.
If laning with Xin then snagging 1 point in Q while focusing on maxxinf E migh be better. Charge someone they flash away and avoid your damage, "
