Solari does indeed scale off of bonus health. However, the scalings are not so drastic that you should skip out on the item on Janna as it's one of the best support items in the game. They have included a LOT of new items for Jannas to take so it's not a necessary purchase, but "

"Yeah, I'm not a fan of the change. I know she's annoying to play against but I didn't really think she needed more nerfs. Hopefully the decaying rate isn't super fast."

"Actually if you don't want any of the skins that are being given away for that month you can pick a skin of your own choice as long as it costs up to 1350 RP. I'm not sure about getting only the RP instead, but I'll ping an admin about it!"
