"I think Maokai / Shaco players could benefit from this comparing to the opponents jungler, if they start blue side, because they can pretty much insta kill the camps with some dmg to bigger wolf."

Riot's goal is not to give blue team experience advantage over purple team.
Also this denies some early level gank potential which effects some champions.

PBE - Possible Jungle Changes
These are tested for the following patch;
Wolves
- Initial spawn time increased to 1:55 from 1:45
- Respawn time reduced to 50 seconds from 60...
