What you should be focusing on isn't dealing damage, but landing your grenade and rockets for the blinds, stuns, and slows. And of course, positioning your turrets to make the most of the dps, magic-shred, and upgrade!!! frostshots.

Just because you respawn faster does not mean it doesn't have consequences, such as losing capture points and being unable to stop captures, or just plain running out of power in battle and having to back out.

So you spend more time playing champions then buying runes. Therefore, you should be going into queue knowing what champion you can play and should have the runes are already there.

Plus, AP Kog has shown to be equally, if not more, effective. Archangel's Staff lets you spam Artillery that much more, and totally drop people's health from a safe distance."
