Finite details are not relevant until it actually goes live and we can actually try it out for ourselves because they're always subject to changes.

"LeagueTopTen has already proven that you can win a game with an All-Support team comp.
The constant heals, buffs, cc and overall support power eliminates the need for a tank and when you don't need a tank, that means the enemy can't really focus anyone and you can dominate the team fights."

LeBlanc stops being good the moment all the frontline turrets are down and people roam in groups.
Unless you're dominating so much that you have the enemy running scared, you stop having opportunities to single-target burst people.
