"For effectiveness, it's fine. As for "ease of access" to the build, it's pretty abysmal. There is a very low chance that you'll get all the gold for it, even with an early philo stone that you're selling later."

Havoc is a bad mastery in its self. For every 100 damage, that's an extra 2 added onto it.
Losing out on the Flash cooldown really hurts you as well. Also, the 5% increased tower damage is not particularly great eithe"
