The MS boost is bigger iirc but, it's weaker overall because Sivir was the main recipient of the skill.
Things I like about the new Ricochet: It resets your AA timer.

Fast attackers, like Volibear, taking a vampiric scepter will keep him alive for a long time.
The only real choice you have now is, "Gank when I'm at a good point to" or "farm the jungle.""
