Rengar needs a little forethinking, if he has 0 fury (or whatever it's called) he can't burst so hard, otherwise a jump->W->E->Q->Q could rape pretty hard.
The biggest problem with Rengar imo is he lacks CC and team utility.
Having played singed a lot in ranked, it's easy to see that while singed counters a lot of champions with his fling and poison trail, he can be easily counterpicked with a choice like Rumble, Kayle, Rengar, and even Lulu, making laning and farming for him nearly impossible. Insanity Potion is pretty balanced. Like Fury of the Sands, Wild Growth, or even Agony fulfill the same person in that they can make someone become super duper tanky for a period of time.

^ So true. I believe that Bitpik a few days ago briefly mentioned something about rengar's 6 spell nuke combo, that was totally devestating if pulled off. Rengar's a little underpowered, but his lack of recent success can be attributed to the lack of players that actually know how to play him.
I agree that there are other champions that do most of the things he does better, but that does not mean Rengar deals no damage. Maybe you don't see him that often or maybe the people playing him fail (because honestly, he's pretty hard to pull off), but that's the part I disagree with. Also, if he does win lane, he still snowballs incredibly hard and is able to instagib squishies just as well as other assassins.
Viktor's main issue is that his itemization has to be so strict because he's missing one item slot, and 2 of his cores suck ***. My suggestion is to increase range of his Q and W. Drop base damage on Q, increase shield strength. Make his other two cores viable, change the ability bonus of the blue core, make the stats actually good on the yellow core. that kinda ****. People think it's Viktor's abilities making him unviable, but it's actually just his counter-intuitive passive.
As for Rengar they just ****ed up giving a tanky bruiser assassin-like burst and stealth. My idea has always been remove his W and give him a new more assassin-y ability or remove his ult and give him a more bruiser ult. Sure he wouldn't be as unique but his current niche is impossible to balance.
He's a strong champion if he's ahead, but he naturally gets outscaled in both his damage and tankiness. If he's ahead he's a great champion, if not he's a liability to his team

No, I agree, but we can take positive steps to bring her to that point with minor buffs rather than buffing her all at once, risking her becoming OP
I think increasing Viktor's range would mean having to nerf his damage as it is pretty high (or at least I remember it being very high from when GMD played him). I disagree about Rengar and Elise (don't think it's necessary to nerf everything she has, she relies on the base damage of her Q a lot so if they are going to nerf it both in range as well as damage like the PBE notes suggest, that'll be a massive blow), but other than that there are some good ideas.
Perhaps, I'd be worth taking a risk of him being overpowered for a week or two, just to see him actually played. He's difficult enough to play that I think you could get some legitimate testing on him without the population spamming him, but thats just an assumption. He shouldn't exist in his current state, he's been vying for the least played champion for consecutive months since his release for a reason.
What does Rengar do? He doesn't do anything except try and win lane. He can splitpush decently well, but there are other champions that do it better. Like I said in the video, I don't think he's that tanky, he does like no damage, and he teamfights extremely poorly. I'm not sure what he needs, but he just feels useless
Elise is the stronget champion for her role. She has no good counters, the only thing that comes is Akali even then I would think it's not a bad matchup for Elise. I hadn't seen PBE changes, but those look good. 625 range is still incredibly strong, that's about the range of Caitlyn's autoattacks she won't be hurt that bad. Anyway, we can wait and see what happens on the PBE

Swain - dedicate more to either making him tankier or higher damage. He's extremely weak in the mage department and really not that tanky. Champions like Rumble, Diana, and Elise are tankier and do more damage. Possibly increase the healing on his
