I think there might be some confusion, you don't have to be a Prime member to give out Commendations. So it's not "gated" through MFP. You might already understand this but I just want to make sure!

We're actually working on adjusting the commend button on forums / comments as we speak.
While we did expect most commendations to go out to guides we wanted to leave"

Yes, I mean that anyone can buy a Commendation and that Prime members may get a few for free but, it's not like they're getting 1 a month or anything like that."
