Lots of times you can delay your void staff until later in your build if you're planning on it, to give the enemy team a chance to have enough MR for it to be worth it"

I agree with others, you would need the charge system you mentioned (though I still think 3 is a bit much, most teams don't have that many knock-ups / knock backs on one team) or an internal cooldown."
