Views: 1753 Lich Bane on AP Casters?

So my friend was talking to me about how he should get Lich Bane on LeBlanc. I told him no, that's not the best choice in items. He asked me, "Why? She can jump to the enemy and auto attack". He also asked me if it would be good on Veigar. I just said no, although I didn't really have a good reason...I was silent.
I really just need a clarification with this item, why not get it on all AP casters so you can burst more? Personally I only get Lich Bane on champions who use basic attacks to proc something, such as Fizz, Akali, or Lux.

I feel like Lich Bane is always useful to help a caster push turrets and such.
Ever seen Nasus's Siphoning Strike and Trinity Force proc on a turret? Takes out like 35% of the turrets health... caster's can do the same since dealing damage with auto-attacks on turrets takes either AD or AP whichever is higher.
That only leaves room for two more items. There are quite a few that can work well for different types of mages.
Options: Lich Bane, Deathfire Grasp, Will of the Ancients, Rod of Ages, Rylai's Crystal Scepter, Athene's Unholy Grail
Defensive options: Quicksilver Sash, Banshee's Veil, Guardian Angel
From my perspective, Lich Bane is a good item on any AP carry (minus Ryze, Karthus and maybe a couple others), there's just a lot of other options to choose from. A lot of single-target burst casters will prefer to take Deathfire Grasp. DPS casters like Cassiopeia often get Will of the Ancients and Rylai's Crystal Scepter.
There isn't always room for a Lich Bane in every AP build. Often times there are other items that take presidence.
It's definitely a solid item though.
