"Meh, you get enough MS from utility masteries and Trinity Force. He's very mobile even without any extra MS.
The ONLY time you should use 21 offense is when you build crit. Even then 21 utility isn't a bad idea.

AD quints on Corki
Both his passive and his ultimate scales with AD, but doesn't deal physical damage. Those 2 things and the fact that AD quints are insanely strong early on probably makes AD quints the best choice...
