"It's basically when you know the enemy isn't going to build armor. This is the highest DPS build that I've found and has a very low cost of items to where you can get 6 items much faster than the normal builds. "Yes, the runes are now completely up to date. I added the conventional rune build. Some people chose to take the CDR tertiary rune over the AS rune, I prefer the AS because it is active at the beginning of the game and helps with quicker comboing bringing DPS up greatly."
