"Just means your order will be Q into E, where as Q is max Q. Which simply means, you don't have to max E next, you can 50/50 split it between W-E if you want that extra mobility, but the majority of games will be E-Q or Q-E. Unless you're playing PTA then mostly E-W. "

Right now, it depends on your ELO, how you play.
I see myself bouncing back between AERY, ELECTRO, GRASP, PTA and DH, depending on where I am playing from.
It's hard to mention which is the best, because, well there isn't a "b"

Ability haste behaves like CDR. I highly doubt they did a 180 and made some interactions like this as it would be very unfair to have only certain champions with a passive like Bard / Zyra spamming...
