"Surge is good on three types of champions.
1. Champions that scale well with AP, and build AP.
2. Champions that scale well with Attack Speed.
3. Champions that do both of these.
It's best, and "optimal" on type 3.
This group includes Kayle, Cho'Gath, etc."
