If some guy comes onto your build and says "bad" and down-votes you, it is his opinion, and his right as a member to down-vote your build.
However, it is also the person who says "nice build! and up-votes your build's opinion, and right as a member to up-vote"

"Surge is good on three types of champions.
1. Champions that scale well with AP, and build AP.
2. Champions that scale well with Attack Speed.
3. Champions that do both of these.
It's best, and "optimal" on type 3.
This group includes Kayle, Cho'Gath, etc."
