"It's generally the better rune, lethal tempo is only optimal when paired with lulu. You can also situationally use it for increased scaling but in most circumstances it won't outweigh the early power of press the attack."

"Yes you can do lich bane first instead, it's not a huge difference, just Protobelt is considered the better early item because of its cheap cost."
