Passive is a bit OP. It's basically free boots. Maybe make it so that it only toggles on within a few seconds of taking damage?
But other than that, there's not much reason to play this champ. He's a generic, slightly bulky champion that doesn't really have any role in a fight. He's got no CC and the damage is mediocre, at best. It's not really that he doesn't have any niche, but that he doesn't do anything particularly well and therefore cannot have one.

If he's a nuke, he shouldn't have 20+ second cooldown abilities >.>
It's a good concept, but Q W E all have to have lower cooldowns, and I think Q should deal more dmg...

He doesn't really seem to do anything except damage and not even good damage IMO. Poor AP scaling + relatively high base damage = decent early-mid game, but falls off and ends up doing very little late game.
Also, Release Soul's MR reduction should probably scale with level, and the ult's 360 range is tiny. very very tiny. For example, Galio's ult is 500 range.

Tyzio is an AoE nuke mage, dealing tons of damage at once, then being nearly useless for a few seconds.
Pros
- Extremely high spell damage overall
- Great range
- Can escape due to passive ability
- Q has a relatively short cooldown and does lots of damage
- Can shield self for a few seconds
- Strong linear damage
- Good damage with ultimate
- Can still move while casting ultimate
Cons
- When all spells are on cooldown, Tyzio is very weak
- Hard to fully take advantage of ult's bonuses
- Not any good in 1v2
- When stunned, you're dead

Cooldown - 16 seconds
Range - 650
Desperation - Tyzio allows spirits to take control of his body, gaining 10% spell vamp and blocking 20% of incoming damage for (2/3/4) seconds. After 2 seconds, the soul is released, dealing (400/600/800 +65% AP) damage to all enemies around him an a large AoE.
Mana Cost - 100/150/200 mana
Cooldown - 105/90/75 seconds
Range - 450
