Rammus has pretty high AP ratios and thus would take towers down extremely quickly while also dealing pretty good damage. Still, it's like a laning Warwick - why would you waste his potential? Rammus is probably the second best tank in the game, and he's just insanely bulky that I don't see why you wouldn't play Tank Rammus.
Of course, if it's just for fun, then go ahead. AP Rammus can definitely work in a casual game where you're just screwing around. Phreak played Spell Vamp Rammus for a game before the Co-Op vs. Bots event.

A better idea would be tank Rammus with an Abyssal Mask. It should increase your damage by quite a bit.

Well if you intend on playing a AP Rammus do what Searz said and take all of the AP/Tank items, ROA,Rylai,Abyssal,Zhonya, and maybe even a Lich Bane for the added MR.

and onto the whole tankiness wasted thing. with his W you would still be pretty beefy whiles its on, certainly enough so to be able to taunt the biggest threat away while your team finish him off, also, i doubt people would try to focus you too much as doing so would mean getting into your ulti for a lot, and on ap rammus that hits for a fair bit

I've seen a Rammus try to carry.
Rushed himself a Thornmail + Sunfire cape, and was constantly ganking and getting kills. lol
Can't remember the rest of his build though. Think he had a 2nd sunfire, this was before it became unique.
Sadly, he was our only tank-designed champion, so we lost due to lack of toughness in our standings.
