Well, if you get both 
Luden's Tempest and Lich Bane, I don't think you need boots that much anymore. 15% Movement Speed is big. On someone like TF that could be attractive. Especially if you consider he takes

Only thing its missing is the level scaling on his W.
EDIT: Welp, they made up half of the **** they put up about his ult, so here's the actual changes the upgrades do.
1:Deaths Daughter : Deals 300% TRUE damage, only in the center of the first blast.
2:Raise Morale: 20% ally movespeed buff.
3:Fire at will: The waves rapidly become faster over the duration of the ult resulting in 6 extra waves overall.
