Champion Changes

  • Gangplank Rework
  • Miss Fortune Rework
    • Strut ( Passive ) - After 5 seconds of not being damaged, Miss Fortune gains an additional 25 Movement Speed. This bonus increases by 8 each second up to a maximum bonus of 70.
    • Double Up ( Q ) - Added effect: If the first target is killed, the second hit will deal 150% damage instead.
    • Impure Shots ( W )
      • Cooldown lowered to 12 from 16 sec
      • Bonus Attack Speed up to 50/55/60/65/70 from 20/30/40/50/60%
      • Now automatically grants Strut
      • No longer applies Grievous Wounds
    • Make it Rain ( E )
      • Magic damage over time down to 2 from 3 sec
      • Now slows by 40/45/50/55/60 from 25/35/45/55/65%
    • Bullet Time ( R ) - Now deals additional magic damage for each Impure Shots stack already applied to the target
  • Azir
    • Shurima's Legacy ( Passive ) No longer grants Will of the Emperor (bonus 1.25% Attack Speed for every 1% of Cooldown Reduction)
    • Conquering Sands (Q) damage lowered to 55/75/95/115/135 from 65/85/105/125/145
    • Arise! ( W ) New Passive: Gains 20/30/40/50/60% attack speed.
    • Shifting Sands ( E ) No longer knocks up enemies.
  • Elise
    • Cocoon (E) stun duration increased to 1.6/1.7/1.8/1.9/2.0 seconds from 1/1.25/1.5/1.75/2
    • Cocoon (E) cooldown now 14/12.5/11/9.5/8 from 14/13/12/11/10
    • Spider Form (R)
      • Spiderlings now deal magic damage instead of physical damage
      • Spiderlings damage AP ratio increased to 15% AP from 10% AP.
  • Ekko
    • Timewinder (Q) mana cost lowered to 50/60/70/80/90 from 60/70/80/90/100
    • Phase Dive (E) cooldown lowered to 13/11.5/10/8.5/7 from 15/13/11/9/7
  • Evelynn
    • Hate Spike (Q) damage decreased to 40/50/60/70/80 from 40/55/70/85/100
    • Agony's Embrace (R) slow increased to 40/60/80% from 30/50/70%
  • Ryze
    • Arcane Mastery (Passive) stack duration decreased to 6 seconds from 10 seconds.
    • Overload (Q) damage reduced to 60/85/110/135/160 from 60/95/130/165/200
    • Spell Flux (E) damage reduced to 36/52/68/84/100 (.2 AP) from 50/66/82/98/114 (.3) AP
  • Tahm Kench
  • Tongue Lash (Q) damage increased to 80/125/170/215/260 from 80/115/150/185/220
  • Devour (R) cooldown lowered to 120/110/100 from 160/130/100
  • Devour (R) passive's bonus damage to basic attacks & damaging abilities increased to 4/6/8% of bonus health from 4/5/6% of bonus health.
  • Vladimir
    • Sanguine Pool (W) cooldown increased to 26/23.5/21/18.5/16 from 26/23/20/17/14
    • Tides of Blood (E) health cost increased to 40/50/60/70/80 from 30/40/50/60/70
  • Xin Zhao

Item Changes

  • Hunter's Machete
    • Passive - Jungler: Mana gain per second while under attack from neutral monsters up to 4 from 3
  • Enchantment: Runeglaive
    • Unique Passive - Spellblade - AoE damage is now only on monster hit and no longer converts the attack to magic damage
  • Enchantment: Warrior
    • Now builds with Pickaxe and Long Sword
    • No longer has 10 armor penetration
    • New Unique Passive - Warrior's Wraith: 6% of physical damage dealt will be apply again as true damage over next 3 seconds
  • Zeke's Herald Zeke's Harbinger
    • Recipe Change: Glacial Shroud + Amplifying Tome + Amplifying Tome
    • Total Cost: 2300 G
    • +250 Mana
    • +35 Armor
    • +50 Ability Power
    • +10% Cooldown Reduction
    • UNIQUE Active - Conduit: Bind to target ally. This will remove all other Conduits on your target (60 second cooldown).
    • UNIQUE Passive: When within 1000 units of each other, you and your ally generate Charges. Attacking or casting spells generates extra Charges. At 100 Charges, causing damage consumes them, increasing you and your ally's Ability Power by 20% and Critical Strike Chance by 50% for 6 seconds.


Gangplank

  • Base Stats
    • Base Mana Regen Per Second: 1.5 from 1.5352
    • Base Mana: 282 from 282.2
    • Attack Speed Per Level: 3.2 from 2.75
    • Armor Per Level: 3 from 3.3
    • Base Damage: 56 from 59.04
    • Base Armor: 26 from 26.044
    • HP Regen Per Second Per Level: 0.12 from 0.15
    • HP Per Level: 79 from 81
    • Base HP Regen Per Second: 1.2 from 1.102
  • Trial By Fire ( Passive )
    • Every 15 seconds, Gangplank's next melee attack ignites the target, dealing 20 + (10 x level) (+ 120% bonus AD) bonus true damage over 1.5 seconds and granting 30% Movement Speed for 2 seconds.
    • Destroying a Powder Keg refreshes Trial by Fire and grants him the Movement Speed.
    • Parrrley does not activate Trial by Fire.
  • Parrrley ( Q )
    • Fires a bullet that deals 20/45/70/95/120 (+1.0 AD) physical damage (can crit and applies on-hit effects).
    • If Parrrley kills the target, Gangplank plunders 4/5/6/7/8 bonus gold and refunds 50% of the Mana cost.
    • For each Gold plundered, Gangplank gains a Silver Serpent (trade Silver Serpents at the shop to upgrade Cannon Barrage).
    • Cost: 50 Mana
    • Cooldown: 5 sec
  • Remove Scurvy ( W )
    • Gangplank consumes a large quantity of citrus fruit, curing all disabling effects and healing him for 50/75/100/125/150 (+0.9 AP) + 15% of his missing Health.
    • Cost: 60/70/80/90/100 Mana
    • Cooldown: 22/20/18/16/14 sec
  • Powder Keg ( E )
    • Place a powder keg that can be attacked by Gangplank or his enemies at target location for 60 seconds.
    • If Gangplank destroys a keg, it explodes, dealing the attack's damage as physical damage (ignores 60% Armor) and slowing them by 40/50/60/70/80% for 2 seconds. Champions take 80/110/140/170/200 bonus physical damage from the explosion.
    • When a keg explodes, other kegs with overlapping blast zones chain explode (damage does not stack).
    • Keg health decays every 2/1/0.5 seconds. (Decay rate increases at level 7 and 13), but can't self explode.
    • Keg explosions apply Parrrley's plunder effect.
    • No Cost
    • Recharge: 18/17/16/15/14 seconds (can stack up to 2/3/4/5 depending on ultimate level)
  • Cannon Barrage ( R )
    • Signals Gangplank's ship to fire 12 waves of cannonballs at an area over 8 seconds. Each wave deals
    • 50/70/90 (+0.1 AP) magic damage and slows enemies by 30% for 0.5 seconds.
    • Cost: 100 Mana
    • Cooldown: 140/130/120 sec
    • Upgrades:
      • Require 500 Silver Serpents
      • Death's Daughter - Unique Passive: Cannon Barrage additionally fires a mega-cannonball at center of the Barrage, dealing 300% true damage and slowing them by 60% for 1.5 seconds.
      • Fire at Will - Unique Passive: Cannon Barrage fires at an increasing rate over time (additional 6 waves over the duration).
      • Raise Morale - Unique Passive: Allies in the Cannon Barrage gain 30% Movement Speed for 2 seconds.

Except it seems like something only tanks or a select few APCs would use, depending on range. It actually looks like a dumb cheese tool for ap tanks to kill carries

They're not reworking Karma, they've just given her massive buffs across the board and changed her empowered W and E..
Like you can basically permashield someone in teamfights with the new changes because you have a 3 second CD shield at max rank, that lasts for 2 seconds, and the peel from Q means nobody is going to damage your carry at all. And now W makes enemies take more damage.

Also those Abyssal sceptre changes like wow, way to buff dive comps rito. Farm top lane, come back at around the 10 minute mark with that.

Basically MOBAFire.
