There's an article on this on the front page of the LoL Esports website, I think the gist of what you do is you promote the siege minion while it's far away and because it's damage is higher the wave just snowballs until they have to lose objective pressure to stop it. The you can go seize baron and make the wave stronger.
The other thing is, that as the support you can't push waves efficiently in any form. If you want to splitpush with banner of command, play nautilus top.

What I've been saying is that it's enough of an opportunity that the enemy can capitalise on. Don't leave a tense situation for something like that. Only do it when you're coming up to the point, before you actually arrive.
I love seeing these games where the end is just a long epic siege where one team eventually completely dismantles the base, regardless of how the game was up to that point.

No, what I meant they used it in the lane they are currently defending against enemies that are sieging. Using it on the sidelane would release some pressure of that sieged lane and as you are near your base, you have no problem switching the lane for a short amount of time.
If the enemy team is sieging, I would highly recommend you don't leave your team that's defending, especially when you're generally a major source of safety, peel and disengage. Seriously, the amount of pressure that would be relieved if you the support leaves the turret to go promote a minion would be immense. There's no way a good team wouldn't capitalise on that. The only possible way that you would promote for another lane is if you're arriving late to the defense, and you promote another lane's minion as it's spawning. Otherwise, if you're already there, just use what you can. Hey, it would have some use promoting a minion against AP/magic damage heavy comps.
