Require opinions on Rune Page construction

"no matter what" is kind of an overstatement. There are many early harassers that use magic damage and for blocking that they're great. I consider both the runes to be about equal.

Having a jungling rune page is always great. I might be mistaken, but a good general guideline for jungling runes is this:

flat ASpd reds
flat armor yellows
flat mr blues
flat health quints

Alternatively, some champions require special runes (Udyr and Irelia need more than just ASpd reds, for instance).

Jungers are often better off with dodge seals and MR/lvl glyphs. Marks can be both ArP and AS, but ArP is usually most beneficial outside of the jungle.

If you play a lot of manaless carry champs i STRONGLY suggest HP per level yellows.

Yeah I forgot to mention dodge seals. Does ArP benefit a jungler during his jungle phase? I thought that the creeps (except for dragon) had 0 armor and ArP didn't reduce armor below 0.

Most I've seen have ArP or AS. Only his "Super jungle" vids use AD as far as I've seen.

ArP helps against pretty much all monsters except for the golems and wolves.
