Spellcasts empower Taric's next 2 basic attacks to deal [~15+ 5 per level] (+ 15% bonus armor) bonus magic damage, reduce his base spells' cooldowns by 1 second, and attack in quick succession.
Starlight's Touch (Q):
60/80/100/120/140 Mana, 1-3 Charges
15 sec Recharge
Spends all charges to heal nearby allied champions for 20/30/40/50/60 (+ .2 AP) (+ 1.5 per 100 bonus Health) per charge, up to 60/90/120/150/180 (+x) (+x) at 3 charges.
Bravado-empowered attacks reduce this recharge time by 3 additional seconds.
Bastion (W):
60 Mana
14 sec Cooldown
Taric's spells will also cast from a nearby ally protected by Bastion.
Passive: Bastion increases Armor by X (10/12.5/15/17.5/20% of Taric's Armor).
Active: Blesses an ally with Bastion and shields them for 8/9/10/11/12% of their maximum Health for 2.5 seconds. Bastion lasts on the target until a new one is chosen.
Dazzle (E):
60 Mana
18/17/16/15/14 sec Cooldown
Readied a beam of starlight that, after 1 second, deals 60/105/150/195/240 (+ .5 AP) (+ 30% Bonus Armor) magic damage and stuns enemies for .75/1/1.25/1.5/1.75 second(s).

Cosmic Radiance (R):
100 Mana
140/115/90 sec Cooldown
After a 2.5 sec delay, pulses cosmic energy onto nearby allied champions, making them invulnerable for 2.5 seconds.

Love the rework, hate his walking animation. The current one only fitst the
Armor of the Fifth Age Taric
. I understand he is like 180% more gay now, but the walking animation on the normal skin is a bit too much :P
Seriously considering getting my hands on the pink one. Also, free Zhonyas and you can walk with it on. Seems ******ed (not to mention the two stuns), but not sure how he will play out on the live servers. Might be a bit underpowered in the long run.

I'm not sure how I feel about his kit, it'll ultimately rely on how low he can get his CD's with and without passive procs and how much damage reduction you can get from W.
His Q seems ok, but even if you spam it should feel underwhelming midgame + and requires charges, his E has great abuse potential and his R needs godlike timing. In teamfights, he'll cast Q once and probably never again or once more for a low *** heal, he'll cast R once (which is normal) and most likely at the start of the fights because predicting with it will be a ***** and then you have E and W, which are the only abilities he can hope to cast more than once/tf.
The interesting thing is that he seems like he'll be more of a tank enabler than a carry-protector type. His W not only reinforces the target's armor with his own, but the shield depends on the target's own max HP%, which will be worthless for carries but makes other tanks more prominent. High AD comps will have to fear no only the usual malphite/rammus/meaty tank, but also

It is just, his passive still makes 0 sense as a support...
